After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyzes the ecological conditions of Inner Mongolia at present based on ecological footprint, then studies influence of coal resource exploitation on water environment, atmospheric environment and land resources one by one. It preliminarily ascertains the severe environmental situation that the coal resource exploitation of Inner Mongolia is facing and its causes. The main cause lies in the acceleration of urbanization and industrialization process of Inner Mongolia, leading to the sharp demand increase of fossil energy, especially the great rise of coal production and consumption.
