Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Since 1980, UPMIS has developed rapidly in China. There are some problems in UPMIS: management mechanism, information standard, information sharing, system integration, data update, 3D modeling, and UPMIS of China should enhance electronic submit technology, virtual reality technology, interactive information sharing platform, information real-time renewal technology, information technology legalization.
