Studies on Negotiation System of Ecological Compensation of Water Source

In view of there´s no generally accepted ecological compensation standard and method, it might induct the negotiations in the process of ecological compensation of water source, government in water source and in downstream of the basin according to the respective rights and obligations, and distinctive nature of water characteristics, through negotia- tions to establish their compensation standard, consider synthetically water quality, quantity and compensation price to determine the amount of compensation. Through open negotiations on equal footing to set up an institutional arrangements, which could let water source and downstream express their true preferences and independent choices on the ecological environment.
