  • Abstract
    This article describes the dilemma of transformation of private enterprises facing inadequate supply of qualified personnel and a serious brain drain. The external factors of inadequate supply of qualified personnel are macro-policy, regional industrial restructuring and industry talent market, the internal factors are the lack of human resources planning, unstandardized recruitment, poor human resource development investment; The main deficiencies of Enterprises in the serious brain drain are the absence of career planning, work pressure, difficulty to integrate into the corporate culture, poor reward for work attractive, irrational allocation of talent. Attract, select and develop(Referred to as ASD) talent management system is an effective solution to the difficulties of private enterprise personnel. See from the effective talent management strategy, ASD system include competitive compensation, human enterprise environment, good business prospects, the selection of people post match, the progress of people matching people and enterprises, dynamic match assessment, staffing, training and career planning.
