Abstract
The distance education technology specifications resolve certain issues for distance education resources such as lacking interoperability and reusability in the teaching platform. This article aims to design a distance teaching system based on the analysis of the "Runtime Environment Model" in the notable SCORM specification. The teaching system provides an interoperable platform for sharable learning resources and accords with the current trend of the software development.
