Research on Strategic-Oriented Environmental Protection Performance Management Process System for Local Party and Government Leaders

This paper designs a framework model of strategic oriented environmental performance management system for local Party and government leaders, which contains six phases: decomposition of environmental strategic targets of local government, environmental performance plan of local Party and government, performance tutoring implementation, performance examination, feedback and utilization of performance examination results, it also narrates performance planning phase composed by preparation, communication and confirmation of performance plan, and main content of examination phase composed by analysis of examination and examination results, etc., in order to provide reference for design of China´s environmental protection performance management process system for local Party and governmental leaders..
