Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper basically studies on Yangxi road (including Shuxi road and Xixin road), Chengdu city. It creatively designs an index plate of the detector and electric power. Then, the traffic survey is taken by using microwave vehicle detector to collect data of flow (Q), speed (V) and density (K). After that, it draws the diagram of traffic flow time-space and the relation curve of Q, V and K. Finally, it calculates the road accessibility and makes the decision of the level of service. The survey investigates that distinct tide traffic appears on this road. Therefore, the changeable lane implementation scheme is proposed based on the necessity and feasibility demonstration.
