Abstract
Optimal usage of the soft capacity of the CDMA-based systems to provide, maintain, and guarantee QoS for different service classes is now becoming a very important issue. In this paper, we develop a QoS framework for 3G WCDMA air interface. This framework is based on a paradigm of service classes with different transport channels and is implemented by "effective bandwidth" scheduling, using power control and spreading control. Our work provides a flexible and practical means that can be used to support traffic services with various QoS requirements and optimize radio resource utilization on the WCDMA air interface
