  • Abstract
    Unifying the present situation of industrial cluster in Hebei Province, according to the relative denseness of three production elements (labor force, capital and technology) in various industrial clusters. The paper carried on the pattern division to the industrial cluster in Hebei Province and designed the evaluation index system on foreign capital effect of industrial cluster. And then the paper utilized the fuzzy-synthetic evaluation method to determine the weight of various indexes and transformed the qualitative appraisal in index system into the value conclusion by Delphi and established the complete calculation model of foreign capital effect. Finally the paper used the performance data of different pattern industrial cluster of Hebei Province in 2007 to carry on the empirical analysis. The analysis result was consistent in the realistic industrial development situation to confirm the validity and the rationality of the model.
