Abstract
This paper presents a two phase distributed congestion management (TPDCM) mechanism that provides fairness between competing aggregates and improvement in packet loss ratio for a differentiated services (DiffServ) network. The proposed mechanism has two congestion management phases, the edge-based phase and the host-based phase. The main elements of TPDCM consists of feedback of the network congestion status, early congestion detection, and an adaptive rate traffic conditioner. For the performance evaluation of the proposed mechanism, we present the simulation results of investigating the fairness of responsive and unresponsive traffic, packet loss ratio, and adaptivity with changing traffic.
