Abstract
Summary form only given, as follows. This paper focuses on showing that a properly incentivized independent transmission company (ITC) can best attract new investment, best develop and employ new technology, and best apply innovative management techniques not only to upgrade the grid, but more fundamentally to extract significant unrealized value from the existing grid, all for the benefit of customers. Adopting financial incentives for new transmission investment and innovative rate designs will help to foster efficient operation of the existing facilities. Based on National Grid´s experience throughout the world, this paper shows real examples of the benefits of an incentivized ITC.
