After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The life-long education system is the inevitable outcome of social development. Non-diploma education came into being as a new form of education with the development of society, which has become the essential form of education to remedy the shortage of academic education resources under informationization environment in our country. The paper illustrates the role of non-diploma education in constructing lifelong education system and the development of network education in net world.
