Abstract
This paper explores compression schemes and error control coding for transmitting binary images over HF radio channels. A joint source-channel coding technique to investigate image quantisation using absolutely addressed picture elements (APEL) is discussed. This novel approach restricts error propagation and creates a robust data stream resilient to the problems inherent in HF channels
