Abstract
Rate control for multimedia streaming has been the subject of many recent research activities. In this paper we propose a simple, but optimal technique for rate control that does not require the knowledge of the type of the multimedia data, but only needs that every packet is labeled with a “priority value” that represents the relative importance of the packet. This makes it possible to implement the proposed technique at the transport level, nicely separated from the application level.
