Abstract
Automation of radio network management is a key determination to work reduction for wireless operators. Self configured and self optimized network is a major feature for Long term Evolution (LTE). This paper proposes a procedure for self optimization and continuous update procedure of GSM neighbor cell list in E-UTRAN system. This method makes use of mobile measurement to update the neighbor cell relation lists. A transmission gap pattern has been proposed to fit into the proposed system and also time needed to auto tune the network has been calculated. To overcome challenges of our proposal, some careful modification in the BCCH message type has also been proposed. The contribution of this paper is to extend the SON concept of LTE to automatic GSM Neighbor Cell List (NCL) update case.
