Abstract
Through an overall analysis on the evaluation index system for highway network planning, the selection of evaluation indexes is realized by using an Analytical Hierarchy Process (AHP). The membership degree of non-quantitative indexes is determined by using a fuzzy statistical method, and quantitative evaluation indexes are determined based on the benefit index and the cost index The weight of the evaluation index is determined by using the frequency statistical method. Finally, a comprehensive two-level fuzzy assessment method for highway network planning is proposed.
