Abstract
Unlike the theoretical capacity, dynamic capacity can describe the real-time service ability of roads, which can provide an entirely new basis for real-time traffic management and traffic guidance. In this paper, the disadvantages of theoretical capacity are discussed. Then the conception of dynamic capacity is proposed and the impact mechanism of related factors is illustrated. A method based on Dempster-Shafer evidence theory is put forward to estimate it. To verify this method in practical case, an instance on the north 3rd ring road of Beijing is calculated and analyzed. The fusion result shows the method can be applied to practice.
