  • Abstract
    Although the black-start service is not new, there are new methods being suggested for implementation of this important service. These new methods are technical solutions to the black-start problem, but without new business implementation methods to fit these new solutions into the restructured industry, they will not be implemented effectively. The failure to implement is not the result of poor solutions, but rather derives from the inability of the business rules and structures to provide the necessary incentives and compensation to all the parties involved in the implementation of black-start services.
