Abstract
Adopting absolute and relative value methods in the making of evaluation standard, the thesis contains a sample survey of 6 provincial government portals. And it has been discovered that 100% of the provincial, local and county governments have their own portals established, while units under country level have rarely done so. Those government websites are mostly user-friendly, but not helpful enough, and in need of more interactivity. Generally speaking, those websites were built on low levels. This thesis will provide relevant measures to deal with those deficiencies.
