Abstract
A method for scheduling setup changes in a simplified manufacturing system is proposed. A deterministic model is used to address the setup problem under transient conditions. A system with one machine processing two part types is considered. To construct a heuristic policy the authors make use of results on deterministic flexible systems, and consider the special case when the cost of positive surplus is infinite. The heuristic finds boundaries in the surplus space which indicate when to change setups. Examples confirm that the heuristic generates a setup policy which is consistent with anticipated optimal behavior
