Research on function of government in the flexible network growth of industrial clusters—In the case of Liaoning Province

On the base of introducing the three-level flexible network growth model the paper systematically analyzes the function of government. In the process the flexible value realization model of industrial clusters is established. As the premise of empirical analysis the flexible Index System of Industrial Clusters is achieved. The elaboration of the function of government contribution in the flexible network growth of industrial clusters includes two important aspects, namely the Independent impact and the compound impact of flexible network to development of industrial cluster with adding government contribution. Finally the paper takes Liaoning Province as the typical example to explain the operation effect and coordination efficiency of government in different flexible network of industrial clusters.
