Abstract
The reasonable low price method should be used in the bid evaluation of highway construction, and focus on how to determine the lowest cost price of the bidding scheme. In this thesis, a new method is put up, based on the Deviation Minimization Model in the Multi-attribute Decision Making. This method has been successfully exploited in the tendering of highway engineering of the developing zone of Yantai, and achieved good results.
