Abstract
This paper presents the implementation of a measurement instrument which may be used to operate either as a vector voltmeter or an wattmeter. The device, designed for educational purposes, is supported in commercial integrated circuits, which leads to an 40 kHz bandwidth, 1% accuracy, low cost multi-purpose apparatus
