Abstract
This study utilizes existing literature to explain how mobile technologies are ideally suited to assist in crisis response communication and coordination. By examining the needs of crisis responders, fifteen criteria are proposed and a framework is developed that compares the needs of crisis responders to the features of mobile technology. The framework demonstrates how crisis responders may select the best mobile technology with the purpose of achieving more effective crisis response.
