Abstract
Many fundamental important questions regarding Internet behavior are still remained unexplored. This paper considers some important metering issues "on which time-scale traffic characteristics are stationary, and do TCP attractor exit". The answer to the questions has important practical implication for traffic control strategy and design of the protocols. The goal of this paper is the analysis of time invariant feature of traffic collected in local and global computer networks. Proposed approach investigates processes caused by elastic dynamics of the virtual TCP connection and characteristic of measurement processes that can be used to improve accuracy of measurement.
