    This paper presents the development process of the Panama Canal Simulation Model (PCSM). The PCSM was developed by the SABRE group for the Panama Canal Commission, to be used in assessing pilot working conditions, and as a permanent tool in evaluating the canal´s capacity under different operating conditions
