After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In the logical query of relational database, the Derivation of Relations predicate Methods is the theoretical foundation, but SQL is The standard computer query language, which concrete the logical query of software. Special emphasis, for Complex universal quantifier, it´s just in the theory of Theoretic. The Research on the Derivation of Relations predicate Methods for Complex universal quantifier, in practical case, which will be realized by SQL.
