Abstract
This paper review experiences with various mitigation approaches across different markets, discuss how various elements might fit together and examine some basic questions about them based on available empirical evidence. Mitigation in energy markets is typically accompanied by arguments for separate capacity markets. Regardless of which mitigation approach is employed, there appears to be growing recognition of the need to allow prices that reflect supply scarcity during supply shortages (in both energy and reserves).
