Abstract
Summary form only given. The California ISO has developed a set of tools for testing and evaluating a new generation of real-time operating tools to enhance reliability of power grid operations. Real-time data on current flows and voltages on major transmission lines throughout the Western Power Grid are collected on a computer server and forwarded to the three reliability coordinator centers (RC) for the West. The new tools being test at the California ISO are addressing the following issues: phaser measurement system, ACE-frequency real-time monitoring system, voltage and management of reactive power reserves are also discussed in this paper.
