Abstract
This paper presents a heuristic model which can assist electric utility managers in identifying, classifying, and responding to stakeholder concerns. After presenting the model and its origins, the paper demonstrates its use in detailing the concerns facing a regional electric utility and discusses the potential usefulness of this logic in guiding managerial decision-making
