After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the analysis of current vocational education status, according to constructivist learning theory and cooperative learning theory, this paper researches the WebQuest, proposes an action research method in accordance with the higher vocational education status, with a combination of course and student characteristics, and designs its specific implementation mode and teaching practice process.
