  • Abstract
    A simplified approach to cost-benefit analysis for work measurement system implementation which is advantageous to both the contractor and the government is presented. This approach considers cost and savings estimates over the entire life of the contract, rather than just during the implementation period. By clearly identifying the break-even point, the approach provides an overall assessment of the contractor´s cost versus a realistic view of savings benefits to the Department of Defense. The benefits to be realized from implementing such a system are enumerated
