Abstract
Today one of the most important environment problems is the greenhouse gases emission. Power plants play a significant role in this problem. In this paper, in order to reduce the greenhouse gases emission as well as fuel consumption, an effective power generation strategy is introduced. Practicing the proposed strategy, developing countries´ governments could gradually reduce their involvement in the electrical energy generation and management and devolve a part of it to the private sector in long-term.
