  • Abstract
    This paper presents an efficient scaleable subband based coding scheme suitable for multilayer transmission over mobile channels. The method is capable of encoding and decoding video in a hierarchical multiresolution fashion with full compatibility to ITU T H.263. In this approach the higher frequency decomposed bands of the prediction error signal are each encoded by a combination of DCT, uniform quantisers and 3D-VLC
