  • Abstract
    In this paper, a numerical electromagnetic calculation (based on FDTD method) is used to compare reference levels and basic restrictions defined by the ICNIRP. A typical UMTS base-station antenna, operating at 2140MHz, is simulated at different distances of a human body model composed of 31 different tissues. As expected, we show that compliance with reference levels (power density) ensures compliance with basic restrictions if the whole body SAR (specific absorption rate) is considered. But, for the localized SAR reference levels are not always conservative. An analysis, on the body part which is exposed, is proposed. Moreover, a discussion is led concerning the different ways to average the power density
