Abstract
The demand for organizations to cope with the changing environment has led to the development of the concept learning organization (LO). The competitivity and growth in this environment largely depend on investments in human capital. This paper presents a LO model for Technical & Vocational Education & Training Institutes of Sri Lanka through an action research. This model could be considered as an effort in utilizing information and communication technology for social transformation.
