After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The resource-based cities have been the supply source of primary energy and important raw materials in China for a long time. Nevertheless, due to the obsolescent production technologies and extensive development mode in the procedure of mining and processing resources, a series of problems have occurred such as the exhaustion of resources, environmental pollution and ecological damage, which seriously restricts the sustainable development of the resource-based cities. This study creatively puts forward a new development model, i.e, intensive-green-industrial chain model, based on analyzing drawbacks of traditional development model. Besides, it is considered that the intensive development of resources is the premise, the green development is the key and the industrial chain deepening is the inevitable way.
