Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

To assess R & D personnel´s innovative capability, this paper starts with the fundation of an evaluation index system. Then, the paper constructs a new evaluation method based on AHP and Cloud model which can overcome the contradiction of evaluation criterions between qualitative and quantitative indexes. Finally, the evaluation model was verified by a numerical example. The purpose of this paper is to provide a reference for enterprises to improve their innovation management and human resource management.
