Abstract
Low-cost competitive is not only the theory choice of China´s economic development, but also the practical needs of enterprise management, even more as the important source of booming manufacturing sector. Facing on the normalization of labor cost, resource price, enterprise profit and the requirement of changing the economic development model in China, different level should choice different measures. The Government must choose low-cost, recycling economy development model of economic restructuring measures in macroscopically level. Industry must to achieve the development path of value chain in middle level. Companies must maintain a cost advantage, to further tap the third profit source in microcosmic level.
