Abstract
The authors propose a hierarchical coding scheme which aims at matching parameters determining the quality of the reconstructed images-like resolution, colour rendition, motion portrayal or signal-to-noise ratio-and keeping them consistent on all quality levels. The method also provides access to image signals for conventional TV quality viewing (compatible level), while preserving the advantages of progressive scanning at the HDTV quality viewing level
