Abstract
From the beginning of the last century 80´s, the world railways had experienced a large-scale restructuring in their reforms, while China railways restructuring reform was obviously lagging far behind the pace of reform of the world railways. This paper mainly reviewed the restructuring practice that China railways had been implemented since 1998, these restructuring activities, including the separation of line of business, cancellation of the railway sub-administrations, establishment of passenger transport companies and passenger dedicated line (PDL) companies. On the basis of an analysis of the restructuring process, the feasibility of China railways separation of roles of government and enterprises, completeness of the railway network, as well as the restructuring solutions were described.
