Abstract
The long and complex process of liberalization of the telecommunications in Spain begun, in a very embryonic form, with the publication of the LOT (Ordination Telecommunications Law), in 1987. Though it was not drafted for a deep liberalization of the telecommunications, this law was the forefront of the Royal Decree that, in 1989, initiates the liberalization of some services, only conditioned to the authorizations to operate. One of them , was the mobile telephony.
