Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Basing on cognitive ability of human being, the paper constructs a cognitive model that has high, middle and low levels, the model can fit for different students that have not the same cognitive ability. According to learning and rule database, introduces a discursive mechanism to decide cognitive ability of student. With the cognitive model, the paper then designs a client and server based intelligence courseware system with Java programming. The paper also analyzes in detail the communicating process about Java socket and relating key stages in client and server mode of the courseware system, some technologies of system security are adapted to protect system stability, finally gives the running result..
