Functional profiles for military message handling

The authors describe the implementation and analysis of a number of message handling systems. These range from systems which were defined before functional profiles came into use, through systems where functional profiles were added following the production of an operational requirement using a traditional approach, to procurements written around functional profiles. They cover the advantages and disadvantages for both the procurer and the supplier in using functional profiles
