Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Education has the scientific attributes, also the artistic attributes. Former theories and process models for instructional design incline to view instructional activities as a science, neglecting its artistic feature. Based on the education duality, this paper puts forward a new process model for designing instruction, discusses the basic principles of artistic design, and also offers an initiative exploration on the proportion between the scientific and artistic aspects in instructional design.
