An international study of flicker

The Disturbances Working Group of the International Union for Electroheat (UIE) has made an extensive study of lamp flicker caused by voltage fluctuations on the power supply system associated with the operation of fluctuating loads. This work has resulted in an internationally agreed method of measurement and evaluation that can be used for the assessment of all types of flicker. It has also given the basis for the setting of flicker limit standards by competent authorities and the formulation of regulations for the connection of disturbing loads.
