Abstract
This paper first examines what customers expect of mobile telecommunications services and the measures undertaken by the industry to achieve their aspirations within technical and commercial constraints. However, a significant element in the control of the performance of a mobile service lies with the mobile terminal itself which is beyond the direct management of the mobile network operators. Therefore, this paper goes on to examine shortcomings in what is demanded of mobile terminal performance in relation to that most critical part of any mobile communications system-the radio interface. Finally, the proposal by mobile network operators to introduce evaluation schemes is explored. These schemes aim to bridge the gap between current requirements, as determined by the design specifications and regulations, and the performance demands of the customer
