Research on Setting up Index System of Modular General Appraisal for Higher Schools

Single appraisal program has advantages of simple, low-cost and efficiency, but there is a contraction between a single standard and multiple levels and the diversified needs of colleges and universities development. So more and more scholars propose that single appraisal program should be substituted by classified appraisal program. However, classified appraisal program has more demands for organizational management and invested cost and so on. Therefore it is necessary to study an easy-operating and low-cost index system that not only it absorbs the advantages of "single appraisal program" and "classified appraisal program", but also it avoids their faults. In order to achieve this goal, the imagination of "index system of modular general appraisal" is put forward and argued in the paper.
