Abstract
The authors propose to write the expression of the signal received by a polarimetric bistatic radar in the general case where the transmitter, the target and the receiver are moving. They model a complete radiolink by taking into account the antennas radiation, the polarimetric behavior of the target and the mobiles velocity effect for a bistatic configuration. In this paper, the application to the sea echo observation is presented by taking the target as the sea surface. In that case the sea scattering behavior is calculated by using the small perturbation model
