    Summary form only given. It is noted that management as a discipline serves to provide information for use in three areas of development activity, namely, planning, execution, and evaluation. Management is operationally oriented, although in fact much of its process lies in identifying and correcting faulty program development rather than contributing to original objectives. One must also recognize that management is based on analysis of need which, in turn, requires evaluation of all aspects of the developmental environment. Engineering and technology are concerned with ensuring that what has been called the development system is conducive to good performance and system effectiveness, and, at the same time, is compatible with dynamic work culture. The development system in turn comprises people and their natural environment acting together to perform development tasks that will unify instead of dividing the populations of the Earth
